  • Cheryl “Cherie” Baker

    IFO Group, LLC
    VP Enterprise Risk Management

    Cheryl Baker is the Vice President of Enterprise Risk Management at IFO Group, LLC. She brings 25 years of experience in the risk management and insurance industry, with expertise spanning mergers and acquisitions, professional liability, corporate claims, and cyber risks, with a strong focus on the strategic use of captive insurance companies. Previously, Cheryl served as Head of North American Risk Management at Stellantis, where she led the U.S.-based captive as president and collaborated with executive leadership to make risk-intelligent decisions. Cheryl earned an MBA from Louisiana State University–Shreveport and a Bachelor of Arts from the University of Michigan–Dearborn, and she holds the ARM, CIC, CRM, and Associate in Captive Insurance designations.

  • Jennifer Allen

    Ally Dealership Insurance
    Sr. Director

    Jenn Allen is a Senior Director of Ally Dealership Insurance at Ally. Prior to joining Ally, she was the Director of Insurance & Risk Solutions at the IFO Group, LLC in Detroit, MI, where she was responsible for the development and execution of strategic plans for Tenda. Prior to joining the IFO, Jenn was the Senior Director of Reinsurance & Financial Structures at Motors Insurance Corporation where she was responsible for the design, implementation, and monitoring of reinsurance, captives, and incentive programs.

    Jenn earned a BSBA from Central Michigan University and an MBA from the University of North Carolina. She holds a Certified Risk Management Professional (CRMP) designation from the Risk Management Society (RIMS), is an active member of the Captive Insurance Companies Association (CICA) and is the Vice-Chair of the Amplify Women Conference Submission Committee.

  • Courtney Claflin

    Director

    Accomplished alternative risk transfer and captive insurance professional with a lengthy resume of designing unique and customized risk financing arrangements for client specific goals and objectives. Special emphasis in the captive insurance industry as principal architect of numerous single parent, group, health insurance, and association captives. Was named the Captive Professional Of The Year at the 2016 US Captive Services Awards ceremony held in Vermont during the VCIA annual conference. As Executive Director of Fiat Lux Risk and Insurance Company, earned the 2017 Outstanding Captive Insurance Company of the Year award at the Captive Insurance Companies Association’s 2017 international conference. Was also recognized by Risk and Insurance magazine as one of their 2017 Risk All Stars as well as sitting on the Board of Directors of the Captive Insurance Companies Association (CICA). Additionally, in 2020 was ranked 10th in Captive Review magazine’s annual “Power 50” that recognizes the 50 most influential people in the captive insurance industry. In 2021 and again in 2022, Captive Review also recognized Mr. Claflin as one of the 20 most influential captive insurance owners in the captive insurance industry. Mr. Claflin was also inducted into the Captive Review Hall of Fame in 2023.

  • Anne Douglas

    Anne Douglas is an Assistant Vice President with PNC Institutional Asset Management Insurance Solutions Group, a team focused solely on providing investment and banking solutions to the traditional commercial, captive and self-insurance markets.

    In her role, Anne leverages her investment management and relationship management experience to serve PNC’s captive insurance clients. She coordinates the development and delivery of strategic investment solutions, supports client relationship needs, and participates in client and industry education.

    Anne holds the Associate in Captive Insurance (ACI) designation. Anne is extremely active in the support of the commercial and captive insurance industry, participating on CICA’s Amplify Women committee as a Chair for the Networking Committee and attending multiple insurance related conferences. Anne has also been recognized in global publications: Captive International’s “2025 Forty under 40”, Captive Review‘s 2024 Power 50 Survey “One to Watch” and was recognized as Captive Review’s 2025 “Emerging Talent” Award winner.

  • Caroline Erdman

    Captive Consultant

    Caroline is a Captive Account Manager at Hylant. Before joining Hylant, Caroline worked as a Financial Analyst Intern for the South Carolina Department of Insurance, where she gained experience in the regulation of traditional and captive insurance companies. She is continuing to further her education by working to obtain her Associates in Captive Insurance (ACI).

    Caroline’s role at Hylant varies daily but she has a very client-focused job. She is the company’s main point of contact whenever anything occurs. She helps the company enforce its business plan as well as communicate with state regulator agencies and service providers. Meeting with clients and figuring out what they want to do with their captive is a very exciting job that involves a lot of communication.

    Caroline is currently very involved in the industry and in various organizations. She just joined the CICA Next Gen and Amplify Women subcommittees to help encourage young professionals to join the industry and to help empower women already in the Captive space. The next organization she recently joined is the RIMS Rising Risk Professionals Chapter in Chicago. This organization helps young professionals or people new to the insurance industry network become educated in the expanding industry.

  • Amy Evans

    Intercare Insurance Services, Inc.
    Executive Vice President, Business Development and Liability Claims Division

    Amy Evans is an Executive Vice President, Business Development and Professional Liability, at Intercare Insurance Services. Intercare provides custom tailored claims, risk and managed care services with regard to all areas of liability including MPL, PL, GL, Products, Workers’ Compensation, E&O, D&O, EPL & EBL. We serve self-insured organizations, captives, risk retention groups, commercial carriers and Lloyd’s syndicates.

    Amy started her legal career working at the University of North Texas where she assisted the University’s General Counsel and State Attorney General’s office with claims and litigation inherent to a public university and medical school. Amy began private practice in Houston where she was a first party insurance defense attorney representing national insurance carriers with a focus on insurance bad faith, coverage, arson and fraud litigation. In 1999, Amy began to focus nationally on the oversight and management of claims and litigation in the healthcare industry including litigation involving hospitals, physicians, nurses, allied health, life sciences, long term care, behavioral health and addiction medicine.

  • Natalie Lemery

    NFP Risk & Insurance Strategy Collective (RISC)
    Senior Captive Administrator

    Natalie Lemery is a senior captive administrator for Risk & Insurance Strategy Collective (RISC). RISC is a specialty practice within NFP that provides a comprehensive range of techforward alternative risk, captive consulting and ongoing captive management solutions.

    As part of RISC, Natalie is responsible for supporting RISC operations leadership and captive insurance management teams. Her additional responsibilities include coordinating with marketing, assisting client teams, and providing project management to RISC internal projects.

    For over 10 years, Natalie served as a regional director for NFI VT, working closely with the state to develop robust practices that deliver exceptional services to marginalized populations across the state. Natalie has a successful record of accomplishments in project development, program management, conflict resolution and writing and securing RFPs. In addition, Natalie has 4 years of experience developing content for a marketing firm.

  • Rachel Moir

    IRMI
    Captive and Risk Finance Product Manager

    Ms. Moir oversees IRMI’s risk financing and captives product line that includes Risk Financing, Captive Insurance Company Reports (CICR), Captive.com, online continuing education, and books on the topics. She previously served as editor of CICR.

    Ms. Moir worked for over 20 years as a specialty underwriter and licensed broker specializing in captive insurance and the healthcare insurance industry. She has extensive underwriting and fronting experience with hospital professional liability, physician professional liability, and medical group practice professional liability. She managed complex accounts, fronting and collateral arrangements, and customized pricing, as well as account-tailored coverage and contract language.

    Ms. Moir received a bachelor of science degree in natural resources from the University of Wisconsin-Madison and a master of arts degree in secondary education from National Louis University-Chicago. She holds the Associate in Captive Insurance (ACI) designation offered through the International Center for Captive Insurance Education.

  • Mary Ellen Moriarty

    Vice President for Property & Casualty

    Mary Ellen Moriarty has been actively engaged in the insurance industry for over 30 years in positions within national insurance brokerages as well as commercial insurance carriers. She joined EIIA in 2002, as the Vice President for Property & Casualty, focusing her extensive insurance experience on the higher education industry group. Mary Ellen received a Bachelor of Science from Northern Illinois University, a MBA from DePaul University and a Masters of Pastoral Studies from Loyola University. She currently holds the Chartered Property & Casualty Underwriter (CPCU), Associate in Risk Management (ARM), and Associate in Captive Insurance (ACI) designations.

  • Amy O’Brien

    Vice President Captive Sales

    Amy O’Brien heads up new business development for captives, programs, and alternative market claim outsourcing arrangements for Gallagher Bassett. She serves as the sales liaison to the captive program manager, insureds, carrier, and other stakeholders. She oversees the financial aspects of the property / casualty program including proposal process, pricing, and contract. Amy has over 25 years of experience in claims management and was named on the Captive Power 50 in 2021. She is based in the Chicago area.

  • Claire Richardson

    Senior Captive Consultant

    Claire is a Captive Consultant with Hylant Global Captive Solutions, specializing in educating stakeholders, completing feasibility studies and strategic review analyses, conducting domicile evaluations, and delivering client-specific data analysis. Her focus is on providing exceptional service and value to organizations of any size and industry exploring alternative risk transfer solutions.

    Since joining Hylant full-time in June 2021, Claire has deepened her expertise through active participation in the captive insurance industry. She serves on conference planning committees for the North Carolina Captive Insurance Association (NCCIA), Tennessee Captive Insurance Association (TCIA), and Vermont Captive Insurance Association (VCIA). Claire also contributes to the Captive Insurance Companies Association’s (CICA) NEXTGen and Amplify Women boards, supporting young and diverse talent. Additionally, she is a board member for the International Center for Captive Insurance Education (ICCIE) and The Academy Board for The Risk & Insurance Education Alliance, where she furthers her passion for industry education.

    Claire frequently shares her insights through articles, interviews, and panel discussions at captive industry conferences. She also dedicates her time to mentoring students who are eager to learn more about the insurance industry.

  • Matt Takamine

    Executive Managing Director – Captive Practice Leader

    Matt Takamine is Executive Managing Director and Captive Practice Leader for Brown & Brown (formerly Beecher Carlson). Brown & Brown is one of the world’s leading captive insurance managers and consultants, managing companies with $21.3 billion in assets and writing $8.3 billion in insurance premiums.

    Based in Honolulu, Hawaii, Matt is responsible for overseeing all of Brown & Brown’s captive management and consulting services throughout the US, Bermuda, and the Cayman Islands.

    Throughout his career, Matt has been highly involved in the captive industry. He has been recognized among the “Power 50” most influential individuals in the global captive insurance industry. He is a regular speaker at industry events throughout the US, as well as in Japan & Europe.

    In 2024, Matt led Brown & Brown to a sweep of Captive International’s US Awards in the Captive Management Firm and Captive Consulting Firm categories. Matt was also individually named as both Captive Manager of the Year and Captive Consultant of the Year in the US.

    Matt has served on the board of directors of the Hawaii Captive Insurance Council (HCIC) for nearly 20 years, including multiple terms as the HCIC’s president, board chair and government relations liaison. Matt also served a six year term on the board of directors of the International Center for Captive Insurance Education, based in Burlington, VT.

    Prior to joining Brown & Brown in 2007, Matt was a senior manager in KPMG’s Honolulu office where he specialized in working with captives & insurance companies.

  • Anne Marie Towle

    Global Risk Management CEO

    A veteran of the captive and global insurance industry, Anne Marie was promoted in 2025 to lead Hylant’s Global Consulting practice, which includes analytics, business risk consulting, captive management and consulting, M&A and transaction solutions, and outsourced risk and consulting services. She specializes in developing customized solutions for complex insurance and risk financing challenges. Internationally recognized with numerous industry awards, she is a tireless leader with a diverse set of skills and experience. Trained as a CPA, her true gift is translating complex concepts into simple terms for non‑insurance professionals, while also communicating seamlessly with CFOs and other financial leaders.

    Anne Marie is a key member of Hylant’s leadership team, known for building and strengthening the firm’s Consulting practice. Since joining Hylant in 2019, she has developed the Global Captive Solution division into an industry leader recognized for thought leadership, collaborative client partnerships, and innovative strategies. She promotes a culture of growth through ambitious goals and continuous education, and under her guidance, the team consistently delivers exceptional client service. In 2023, she expanded her global role by leading the Global Risk team in addition to the Global Captive team.

    Prior to joining Hylant, Anne Marie spent ten years in public accounting, assisting clients with tax structuring and compliance across the insurance sector. She also worked at large international brokerage organizations guiding clients through global risk consulting, risk analytics, and captive structuring solutions. Customized solutions remain her specialty. She has supported clients in healthcare, construction, real estate, manufacturing, marine, oil and gas, private equity, and professional sports and entertainment to manage their total cost of risk. A dynamic leader, Anne Marie is dedicated to creating strategies that transform risk into measurable value on clients’ balance sheets. She excels at designing impactful, customized solutions and thrives in collaborative environments where teams work relentlessly to achieve the best outcomes for clients and colleagues.

    Anne Marie serves on the Hawaii Captive Insurance Council, is a past Chair and founding member of CICA’s Amplify Women, and is on the ICCIE curriculum committee and faculty. She previously served on the VCIA Board (2017–2023) and the ICCIE Board (Chair in 2023) and has contributed to conference committees for VCIA, CICA, WCF, SCCIA, and HCIC.

    Anne Marie has been on the Captive Review Power 50 for ten years, reaching #7 in 2020. She was a 2019 Women to Watch honoree, a 2021–2024 Power Broker, the 2021 Captive Professional of the Year, and received Captive Review’s 2024 Outstanding Contribution Industry Service Award. She is also a highly sought‑after speaker and author.
